Job description PROMESS project coordinator

PROMESS project, Photovoltaic training, application and incubation center

General provisions :

  1. The Project Coordinator is an employee of une Lumière dans la Rue, the project's partner association and manager of the Training Center under the authority of the Center's Management Committee (CoDir).
  2. The Project Coordinator is a middle manager, reporting to the Centre's Co-Director.
  3. He must devote all his contractual time to his duties and may not engage in any other remunerated activities without the express agreement of the Centre's CoDir.

Tasks

  • The Project Coordinator is responsible for the implementation of the project and more particularly for the smooth running of the Training Centre.
  • He/she draws up proposals and strategies based on internal processes, which he/she submits to the CoDir for processing, and ensures the long-term development of the institution.
  • He/she is responsible for implementing the CoDir's decisions.
  • He/she prepares the various activity reports, which he/she submits to the CoDir before being sent to donors and the Senegalese authorities.
  • He/she coordinates the Centre's team, including human resources issues, and is responsible for its smooth running and the management of the Centre's assets.
  • In consultation with the CoDir, he/she develops and maintains relations with the Senegalese authorities, professionals in the energy sector, vocational training and the Center's local partner communities and institutions, as well as the media.
  • It is responsible for the administrative and financial management of the training center, as well as for services, collaborations and partnerships.

1. Training center management

Basic activities

  • Define a clear and succinct methodology for setting up and starting up the center's activities
  • Develop a flow chart for the center's activities.
  • Support the implementation of an administrative, technical and financial procedures manual
  • Obtain the authorizations and approvals required by the administrative authorities

Specific activities

  • Supervise and report on the training center's activities to the CoDir and donors
  • Supervise training courses (in collaboration with the training manager)
  • Recruit center staff and trainers (in collaboration with the pedagogical manager)
  • Negotiate and design the center's operating system
  • Supervise the pedagogical, administrative and financial follow-up of the center's objectives
  • Check compliance with procedures
  • Manage the center's overall budget in agreement with partners
  • Manage the center team and monitor framework contracts with trainers
  • Promote the company, its products or services
  • Coordinate the center's external activities, particularly the students' practical work with partner companies and customers.

2. Design department

Administration and management

  • Determine costs: salaries, insurance, merchandise, rent, financial charges, etc.
  • Calculate sales, profit or loss
  • Plan investments (renovation, technical equipment, etc.) and fit out the facility

Personnel management

  • Assess staffing needs, recruit, train and supervise new employees and trainers; draw up contracts, plan working hours, vacations and vacations
  • Implement work procedures for each workstation, ensure proper organization and monitor performance quality.

External relations

  • Draw up a communication plan and identify the center's local partners (government, local authorities, private sector, potential customers, etc.).
  • Define and develop partnership strategies adapted to the current situation, particularly for (i) school projects, (ii) the long-term diversification of the center's financing model
  • Respond to various requests for partnerships, calls for tender, participation in events, etc.
  • Maintain regular contact with former students, customers and technical and institutional partners; enrich the address book.

The Project Coordinator carries out a large part of his/her work at the Center. It systematically carries out site inspection visits and occasionally takes part in external events. The pace of work can vary depending on the day of the week and the season.


Qualifications required:

  • Adherence to the values and charter of une Lumière dans la Rue
  • Good knowledge and experience of training in technical sections
  • Proven experience in taking responsibility for and managing multidisciplinary teams
  • Extensive experience in financial planning and management
  • Proven strategic, implementation and innovation capabilities
  • Negotiation skills
  • Good knowledge of training and job placement institutions
  • Ability to summarize and write
  • Easy use of IT, office and web tools.
  • French (main working language), Wolof
  • Flexible working hours and travel.

The Centre's Management Committee reserves the right to propose modifications or additions to the present specifications, or to clarify the scope of any of its articles.
